It depends. The Weight Stack version does not need to be bolted to the floor. However, the Plate-Loaded version does need to be bolted to the floor due to its lighter weight.

The assembly tools required are: Knife/Box Cutter, 4mm Allen Key, 2x19mm wrench, 2x17mm wrench or socket wrench, a fixed wrench and either a flathead or Phillips screwdriver. Tools are not included.

The cable is meant to be used in a linear motion, any twisting or rotating of the cables will twist the cables. Since the cable ends are fixed, repeatedly using only one side will gradually spin/twist the cables.
